Request for Expressions of Interest Consultancy Service to Develop a Grievance Redress Mechanism Framework

  1. Background

 

The Federal Government of Nigeria (FGN) has received financing from the African Development Bank (AfDB), Agence Française de Développement (AFD) and the Islamic Development Bank (IsDB) towards the implementation of the Investment in Digital and Creative Enterprises (iDICE) Programme; and intends to apply part of the agreed amount to payments under the contract of a Consultancy service to develop a Grievance Redress Mechanism (GRM) implementation framework.   

A Grievance Redress Mechanism (GRM) is a crucial component of any programme, designed to address complaints and resolve issues efficiently and effectively. As such, the consultant will develop a comprehensive GRM framework to efficiently manage and address grievances from stakeholders, including beneficiaries, community members and other relevant parties, throughout the lifespan of the programme.

It is expected that the assignment will take nine (9) weeks from the date of contract commencement.

  1. Minimum Qualification, Skills and Experience

The consultant should possess the following qualifications and experience:

  • A minimum of a Master’s degree in Law, Social Sciences, governance, or a related field
  • At least 7-10 years of professional experience in designing GRMs or similar accountability mechanisms.
  • Prior experience with digital grievance systems and international practices (experience working with international standards (e.g., World Bank, AfDB, UN frameworks) is an advantage.
  • Experience engaging with stakeholders, including government and civil societies.
  • Strong analytical and problem solving skills.
  • Excellent report writing and presentation skills.
  • Knowledge of the Nigerian socio-economic context and familiarity with ongoing initiatives in the digital and creative sectors in Nigeria.

 

  1. Eligibility Criteria

 

Refer to the Terms of Reference for this assignment (available at www.boi.ng/idicetor) for the eligibility and selection criteria, which MUST be met. A consultant will be selected in accordance with the (Quality and Cost Based Selection – QCBS) method set out in the procurement policy and the procurement plan for the activity.

 

  1. Submission of EOIs

 

The Bank of Industry (BOI) now invites eligible [consultants/organizations] to indicate interest in providing these services by submitting their EOIs, demonstrating experience in performing similar assignments with references and showing responsiveness to the qualifications requirements outlined in this RFEOI.

The expressions of interest should follow the following format: Please structure the Expressions of Interest as follows:

 

  1. Details / organizational profile of individual (1 page)
  1. Expression of Interest detailing approach and methodology used in similar assignments (max. 10 pages)
  2. Any additional documents of information believed to be relevant

 

  1. Legal & Compliance Requirements

For a firm domiciled in Nigeria, they MUST provide the following documents:

  1. Evidence of legal registration with the Corporate Affairs Commission (CAC) in line with the requisite CAMA Act. 2020, Laws of the Federation of Nigeria.
  2. Submission of Memorandum and Articles from CAC07 (i.e. Particulars of Board of Directors) and Form CAC02 (i.e. Particulars of Shareholders).
  3. Affidavit indicating that all documents submitted are genuine and verifiable.

 

  1. Financial and Tax Requirements
    1. Confirmation of financial capacity of the company (3 years audited statement of accounts and financial summary).
    2. Evidence of VAT Registration and Company Tax Clearance Certificates for the last 3 years.

 

Firms registered outside Nigeria shall submit relevant legal and compliance documents as applicable to their countries of jurisdiction.

 

The Bank of Industry (BOI) now invites eligible consultants/firms to indicate interest in providing this service by submitting their proposals, demonstrating experience in performing similar assignment with references and showing responsiveness to the qualifications requirements outlined in this Request for Expressions of Interest and in the Terms of Reference available at www.boi.ng/idicetor.

The eligibility criteria, the establishment of a shortlist and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, which is available on the Bank (AFDB’s) website at http://www.afdb.org. Please note that interest expressed by an organization does not imply any obligation on the part of the Bank to include it in the shortlist.

Expressions of interest must be delivered in a written form and soft copy (in a flash drive) to the address below by 11th June 2025 at 3 PM and mention “CONSULTANCY SERVICE TO DEVELOP A GRIEVANCE REDRESS MECHANISM FRAMEWORK”.
